Now that you know how to find the 'JCAM' lets address an item that's near and dear to everyone.  OVERTIME.

Flatly, stated overtime pay is a Union negotiated benefit. 

But at the same time our Union has negotiated for those carriers who do not want to work overtime...i.e., Over Time Desired List (OTDL), Work Assignment only (W/A), and the infamous "Letter Carrier paragraph" (Article 8.5.2.d). 

1) The Letter Carrier Paragraph was written to limit  mandate of Non-OTDL carriers to work overtime by management. 

2) The Letter Carrier Paragraph was again upheld in 1986 as enforceable by national arbitrator R. Mittenthal. 

A 1988 memo (JCAM page 8-14) set the pecking order for overtime when the carrier is not on the OTDL and (W/A) list.

1) This memo establishes that before paying penalty time all casuals, PTFs and OTDLs must work regular O/T Up to 10 hours. 

2) Then a non-OTDL carrier could be forced to work up to 10 on their own route only.  

3) Before the Non-OTDL or (W/A) work off their routes or on a non-scheduled day (SDO) then management must work PTFs and OTDLs up to penalty time and split the open routes. 

4) Casuals and PTFs may Work 11.5 hours a day plus lunch.  OTDL carriers may work up to 12.5 hours a day including lunch (JCAM 8.5 on page 9-19).

5) The 10 and 12 hour OTDL carriers may be worked up to 12.5 hours before forcing a non-OTDL or (W/A) carrier to work overtime.
